Because on April 1, the Japanese owner of the Nagasti, Shinei Steamship, officially declared general average.


This means that all shippers who have goods on board the ship are liable together, and all goods must be secured before they arrive at their destination, otherwise the shippers will not be able to take delivery.


The Changsi, which carries 20,000 full containers, was carrying 18,300 containers from Kaohsiung to Rotterdam, nearly full, with a total cargo value of about $3.5 billion. The ship has called at Qingdao, Shanghai, Ningbo, Taipei, Yantian and other ports. It is estimated that 80 percent of the cargo on board comes from China.


Therefore, a large number of Chinese shippers are faced with the embarrassing situation of "the goods are fine, but they have to lose money or give the letter of guarantee to pick up the goods".
